Anti-Terror Conference 2025 to Strengthen India’s Security Framework

Union Home Minister and Minister of Cooperation Amit Shah will inaugurate the Anti-Terror Conference 2025 on December 26 in New Delhi . The two-day national-level conference is being organised by the National Investigation Agency (NIA) under the Ministry of Home Affairs (MHA) and will bring together a wide spectrum of stakeholders involved in India’s counter-terrorism ecosystem.

Platform for Counter-Terrorism Strategy

Held annually, the conference is guided by Prime Minister Narendra Modi’s vision of zero tolerance towards terrorism . Over the years, it has evolved into a key forum for reviewing emerging terror threats and designing future-ready counter-terrorism responses. The event provides a common platform for operational forces, intelligence agencies, legal experts, forensic specialists and technology professionals working to safeguard national security.

Emphasis on Coordination and a ‘Whole of Government’ Approach

A central focus of the conference is to enhance coordination among central and state agencies through both formal and informal mechanisms. By reinforcing the ‘Whole of Government’ approach , the conference aims to ensure seamless cooperation across institutions involved in prevention, investigation and prosecution of terror-related cases. The discussions are expected to generate valuable inputs for strengthening policy frameworks and institutional responses.

Sharing Investigative Experience and Best Practices

The two-day deliberations will emphasise sharing best practices and lessons from past and ongoing investigations. Key themes include collection of evidence from foreign jurisdictions, use of digital forensics and data analytics, effective trial management, and countering radicalisation, espionage and hybrid security threats. Special attention will be given to emerging technologies and evolving terror methodologies.

Building Future-Ready Capabilities

Sessions will also focus on disrupting terror financing networks , analysing investigative tools, and developing integrated strategies to address future challenges.
