White-Collar Terror Ecosystem Exposed November 2025

 

  • The Jammu and Kashmir Police have exposed a major inter-state and transnational terror module linked to Jaish-e-Mohammad (JeM) and Ansar Ghazwat-ul-Hind (AGuH) . The operation revealed a disturbing new pattern of “white-collar terrorism,” involving educated professionals, including doctors and religious figures, who allegedly assisted terror activities through logistics, finance, and propaganda networks.

Transnational Network and Operation

  • The network was controlled by handlers based in Pakistan and other countries , who directed Indian recruits using encrypted messaging platforms . Each member had a defined role in funding, logistics, or radicalisation . The investigation began after JeM posters appeared in Srinagar’s Bunpora, Nowgam, on October 19 , leading to a UAPA case and a wider multi-state probe. Coordinated efforts between J&K, Haryana, and Uttar Pradesh police revealed deep operational links and financial trails.

Arrests and Seizures

  • So far, eight suspects have been arrested. Key individuals include Dr. Mujammil Shakeel of Al-Falah Hospital, Faridabad, and Dr. Adil Ahmad Rather of GMC Anantnag. A mosque imam and several associates from Srinagar, Shopian, and Ganderbal are also in custody. Police recovered around 2,900 kg of explosive materials , including 350 kg of ammonium nitrate seized near Delhi. Weapons such as pistols, a Krinkov-type rifle , and an Italian-made Beretta , along with IED manuals, digital chats, and financial ledgers , were found during raids.

Legal Action and Implications

  • Cases have been filed under the UAPA , Bharatiya Nyaya Sanhita , Explosive Substances Act , and Arms Act . Authorities are tracing financial records to identify donors and shell accounts disguised as charitable organisations. The case highlights a growing shift toward educated operatives in terror ecosystems , underscoring the need for tighter compliance in hospitals, educational institutions, and trusts , along with stricter monitoring of chemical procurement and online fund transfers .
