- The Election Commission of India (ECI) will start the second phase of the Special Intensive Revision (SIR) of electoral rolls in 12 States and Union Territories (UTs) from November 4, 2025 , with final lists to be published on February 7, 2026 . The announcement was made by Chief Election Commissioner Gyanesh Kumar in New Delhi.
States and UTs Covered
The revision will be carried out in:
- Andaman & Nicobar Islands, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh, and West Bengal.
- Assam has been excluded due to its distinct citizenship and voter registration rules.

Booth Level Officers (BLOs) will conduct house-to-house verification and distribute Unique Enumeration Forms . Voters listed in or linked to the 2003 rolls will not need to submit new documents.
Aadhaar and Verification
- Following the Supreme Court’s September 9 ruling , Aadhaar can be used only as an identity document , not as proof of citizenship, domicile, or age . The ECI has also made archived voter rolls (2002–2004) available online for public verification.
Procedural and Accessibility Improvements
To improve accuracy and accessibility:

BLOs will make up to three visits per household if needed.

Voters can now submit forms online .

ECI will cap voters per polling station at 1,200 .

New polling stations will be set up in gated communities, apartments, and slum areas .

Appeals against Electoral Registration Officer (ERO) decisions can be made to District Magistrates or State Chief Electoral Officers within 15 days .
