- The Kerala government has released its draft “IT Vision 2031” , aiming to generate $50 billion in IT value and create over five lakh high-value jobs by 2031. The plan focuses on making Kerala a global hub for ethical, sustainable, and innovation-driven technology , leveraging its skilled workforce and strong digital infrastructure.
Strategic Goals
- Under the Vision 2031 roadmap, Kerala targets Rs 20,000 crore in startup investments , 20,000 startups , and 30 million sq. ft. of new IT office space . The state plans to lead in emerging sectors like artificial intelligence, semiconductors, and advanced digital services . Chief Minister Pinarayi Vijayan unveiled the draft during the “ReCode Kerala 2025” seminar in Kochi.
Four Key Missions

The Future Corporation (TFC)
The AI Mission will introduce a “Kerala AI Bill of Rights” by 2030 to ensure responsible use of AI. The Future Corporation will act as a global investment agency under the brand “Kerala: Global Talent. Ethical Tech. Sustainable Growth.”
Infrastructure and Policy Initiatives
- Kerala will roll out a new IT Policy and a Global Capability Centres (GCC) Policy to attract 120 GCCs and 250 AVGC companies by 2031. Planned expansions include Technopark Phase 4 , Infopark Phase 3 (AI City) , Kozhikode IT projects , and the K-Space Aerospace Cluster , supported by the Kerala Fibre Optic Network (KFON) .
Innovation and Skills Development
- The vision proposes 50 Leap Centres , 250 Early Innovation Centres , and 14 district-level Freedom Squares to promote entrepreneurship and women-led startups. One million people will be trained in AI and related technologies , while government software costs will be cut by 30% through FOSS adoption .
