Gujarat Clears Indian AI Research Organisation at GIFT City

Gujarat Gives In-Principle Nod to IAIRO

In a significant step towards building a robust national artificial intelligence framework, Gujarat Chief Minister Bhupendra Patel has granted in-principle approval for the establishment of the Indian AI Research Organisation (IAIRO) . The proposed institution aims to advance AI research, innovation and real-world applications across strategic sectors, reinforcing India’s ambition to emerge as a global AI leader.

Public–Private Partnership Framework

IAIRO will be established through a public–private partnership (PPP) involving the Government of Gujarat , the Central Government , and the Indian Pharmaceutical Alliance (IPA) . Officials said the collaborative model brings together policy support, technological direction and industry expertise, aligning the initiative with the broader vision of Prime Minister Narendra Modi for technology-led national development.

Location, Legal Structure and Funding

The organisation will be set up at GIFT City near Gandhinagar and is scheduled to become operational from January 1 . IAIRO will be registered as a Section 8 non-profit company under the Companies Act, 2013. The project has an estimated outlay of ₹300 crore for the first five years , with funding equally shared between the State government, the Centre and the private partner. The IPA, as the anchor industry partner, will contribute ₹25 crore in FY 2025–26 .

Alignment with National AI Initiatives

The initiative complements the India AI Mission of the Ministry of Electronics and Information Technology and Gujarat’s own AI Action Plan . The State has also constituted an AI task force to deploy artificial intelligence for public good, particularly in healthcare, education, agriculture and governance .

Mandate and Core Functions

IAIRO will function as a multidisciplinary AI hub focused on advanced research, product development, intellectual property creation, start-up collaboration and policy research. It will operate on a hybrid compute model , combining on-premise infrastructure with scalable systems to support high-end AI workloads and long-term innovation.
