Aadhaar No Longer Valid to Establish Date of Birth in UP and Maharashtra

UP & Maharashtra Withdraw Aadhaar as Proof of Birth Under Stricter Registration Rules

Two major Indian states— Uttar Pradesh and Maharashtra —have officially barred the use of Aadhaar as standalone proof of birth , tightening verification procedures for civil records and revised certificate issuance. The orders, issued by the Planning Department in UP and the Revenue Department in Maharashtra, clarify that Aadhaar is solely an identity document and not a legal indicator of birth details.

New Guidelines Issued in Uttar Pradesh

The UP government has instructed all administrative and public service departments to stop accepting Aadhaar for establishing date of birth , stressing that Aadhaar does not contain certified birth data. Authorities underlined that Aadhaar authentication is based on biometrics collected during enrolment and does not independently validate birth particulars such as date or place of birth, which must be proven through primary civil records.

Maharashtra Cancels Birth Certificates Issued Solely Through Aadhaar

In Maharashtra, the government has gone further by ordering a review of delayed birth certificates issued using Aadhaar alone , particularly after the Births and Deaths Registration (Amendment) Act, 2023 . Certificates lacking supporting documentary evidence may be cancelled and action has already begun against officials responsible for incorrect registration. District collectors and competent authorities have been directed to audit past approvals and enforce compliance.

Broader Administrative and Security Context

The verification shift coincides with heightened identity scrutiny across states. UP is currently running a campaign to track undocumented foreign nationals, setting up district-level detention centres and enhancing border monitoring. Meanwhile, across 12 states, the Special Intensive Revision (SIR) of electoral rolls is underway, culminating in a final voter list release on 7 February 2026.
