1. Campaign Overview
- Initiative: People's Plan Campaign (PPC) 2025-26, which is known as Sabki Yojana, Sabka Vikas (Everyone's Plan, Everyone's Development).
- Startup Body: Ministry of Panchayati Raj (MoPR).
- Scope: National coverage in all States and Union Territories.
- Primary Objective: To begin the drafting of Panchayat Development Plans (PDPs) of the Financial Year 2026-27.
2. Process & Methodology
- Special Gram Sabha meetings also drive the campaign, and it ascertains the involvement of the grassroots.
- It seeks to build evidence based, convergent, and inclusive development plans that meet the local priorities but in tandem with the national goals.
- The first implementation of the PPC was in 2018 and it is now an annual decentralized planning exercise.
3. Digital Infrastructure & Advancement.
- The eGramSwaraj Portal is the special site on which plans are monitored and uploaded.
- Cumulative Achievement: Since 2019-20, more than 18.13 lakh PDPs are uploaded.
- Progress in the current Year: 2.52 lakh 2025-26 plans are already posted, which shows that it is actively engaged.
4. Implementation Strategy
- Stakeholder Coordination: To have a smooth rollout, the MoPR is undertaking virtual interactions with States/UTs and State Institutes of Rural Development and Panchayati Raj (SIRD&PRs).
- Cross-Ministerial Convergence: 20 Line Ministries/Departments have been requested to make sure that their field units are actively involved in the Special Gram Sabhas, which would yield to integrated development.
5. Key Directives & Launch
- States/UTs have been instructed to accomplish preparatory measures by the end of September 2025, such as:
- Enabling monitoring platforms and nomadic officers.
- Arranging Gram Sabha and training the facilitators.
- Placing Public Information Boards.
- The campaign will be officially commenced with Special Gram Sabhas held on October 2, 2025.
