In a major push for digital inclusion and rural education, the Uttar Pradesh government has announced the establishment of state-of-the-art digital libraries in Gram Panchayat Secretariats across the state. This initiative aims to bridge the digital divide and provide students in villages with modern resources to prepare for competitive and academic examinations without needing to migrate to urban centers.

Fast-Track Implementation Timeline

The Panchayati Raj Department has set an aggressive timeline for making these libraries operational. The procurement of necessary furniture is targeted for completion by  26 January , while the acquisition of all IT equipment is scheduled to be finalized by  30 January . Once both phases are complete, the libraries will be ready for public use, bringing digital learning infrastructure to the grassroots level.

Comprehensive Learning Facilities

Each digital library will be equipped with modern amenities to foster an effective learning environment. As outlined by Panchayati Raj Director  Amit Kumar Singh , the facilities will include:

  • High-speed  Wi-Fi connectivity

  • Computer systems  and  LED screens

  • CCTV cameras  for security

  • A blend of physical books and extensive digital content

The digital resources will encompass  e-books, video and audio lectures, interactive quizzes, and other educational materials , designed to support self-study and high-quality learning.

State-Wide Coverage and Financial Commitment

The project ensures uniform access, with digital libraries being set up in Gram Panchayats across all 75 districts of Uttar Pradesh. This statewide coverage underscores the government's commitment to equitable educational development.

A significant financial investment of approximately Rs 4 lakh per library  has been allocated. The breakdown includes:

  • Rs2 lakh  for books

  • Rs1.30 lakh  for IT equipment

  • Rs70,000  for modern furniture

This funding reflects a focused effort to create sustainable, technology-enabled learning hubs at the panchayat level.

Strategic Importance

The initiative is a cornerstone of the state's broader strategy to promote digital literacy and improve educational outcomes in rural regions. By providing free access to digital learning tools, the government aims to empower rural youth, potentially reducing dropout rates and enhancing skill development.
