India Fully Digital Census 2027

In the year 2027, India will be the first fully digital Census which will be a historic change in the collection of demographic data. Almost 34 lakh enumerators will be recording the information with their own smartphones with specifically developed mobile applications. This will likely guarantee quicker, more dependable and affordable data collection than conventional paper-based data collection.

Digital Data Collection

Census-specific applications that work with Android and iOS devices will be used by enumerators. These were the applications that were originally developed to be used in the 2021 Census but were modified to allow multi-language support. Through digitisation of data at source, dual entry or scanning can be avoided. When paper forms are employed, the data still have to be uploaded to the official web portal. Participation will also be further modernised with citizens having the option to self-enumerate online.

Language Support Census Phases and Language Support.

It will occur in two stages. The houselisting stage will take place between April and September 2026 and the population enumeration will then be performed in February 2027 in most states. Enumeration will start earlier, in September 2026, in Ladakh, Jammu & Kashmir, Himachal Pradesh and Uttarakhand because of the weather constraints. Data entry will be in English, Hindi and regional languages, thus inclusive.

Geo-Tagging and Mapping.

Geo-tagging of buildings all over India will be done for the first time. Enumerators, with the help of Digital Layout Mapping (DLM), will pin-point the accurate latitude-longitude coordinates of each structure. These shall be connected with Houselisting Blocks (HLBs) on a GIS platform that enhances spatial accuracy of the data and facilitates advanced policy planning.

Budget Allocation and Monitoring.

Registrar General of India (RGI) is developing a real-time monitoring to monitor the progress in the country. The government has set aside 14,618.95 crore on the exercise. The 2027 Census will not be limited to the device that was used in the 2011 Socio-Economic Caste Census, which was the devices provided by Bharat Electronics Limited, but will instead capitalize on personal smartphones, reducing expenses and increasing productivity.

The Digital Census 2027 is projected to provide a quicker, transparent, and data intensive policy making base in the coming decade of India.
