DRDO and Rashtriya Raksha University Sign MoU to Strengthen Defence and Internal Security

DRDO–RRU Collaboration to Boost Research, Training and Aatmanirbhar Bharat

India has taken another step towards strengthening its defence and internal security architecture with the signing of a Memorandum of Understanding (MoU) between the Defence Research and Development Organisation (DRDO) and Rashtriya Raksha University (RRU) . The MoU was signed on December 22, 2025 , and aims to promote collaboration in research, education, training, and technology support, in line with the national vision of Aatmanirbhar Bharat and enhanced security preparedness during Amrit Kaal .

Signing and High-Level Presence

The MoU was signed at South Block, New Delhi , by Dr Chandrika Kaushik , Distinguished Scientist and Director General (Production Coordination & Services Interaction), DRDO, and Prof. (Dr) Bimal N. Patel , Vice Chancellor of Rashtriya Raksha University. The ceremony was held in the presence of Defence Minister Rajnath Singh , with Dr Samir V. Kamat , Secretary, Department of Defence R&D and Chairman of DRDO, also attending, reflecting the strategic importance of the partnership.

Objectives and Scope of Collaboration

The agreement seeks to integrate technological innovation with academic research and training to address current and emerging defence and internal security challenges. A major objective is to strengthen India’s strategic autonomy by developing indigenous solutions for internal security forces and agencies under the Ministry of Home Affairs. The collaboration adopts a “whole-of-nation” approach, combining scientific expertise with operational insights.

Institutional Roles

DRDO will provide advanced defence technologies, system-level expertise, and life-cycle management support for equipment deployed with security forces. RRU, an institution of national importance under the Ministry of Home Affairs , brings strengths in internal security studies, policy research, and capacity building. It is also designated by the UGC as the Nodal Centre for Defence Studies .

Key Areas of Cooperation

The MoU covers joint research projects, PhD and fellowship programmes, specialised training for security forces, technology gap analysis, and studies on future operational requirements. It also includes life-cycle management of DRDO-developed systems inducted into Central Armed Police Forces.
