1. Objective:
- To legalise houses constructed on government and community land and give the long-term occupants ownership rights.
2. Key Eligibility:
- Cut-off Date: Houses that were built on or before February 28, 2014.
- Land that is applicable: Government land, alvara / lease area and comune land (community).
- In the case of comunidade land, approval and potential compensation must be done to the government in charge.
3. Key Provisions & Norms:
- Legalization Laws: Resorts to Goa Land Revenue Code, Goa Regularisation of Unauthorised Constructions Act and Forest Rights Act.
- Area Limits:
- Government Land: 400 sq m or 2 m buffer.
- Comunidade Land: Up to 300 sq m.
- Limitations A 20-year no-transfer restriction on regularized properties.
- Punishments: Prosecution over false statements.
4. Implementation & Impact:
- Beneficiaries: The project is expected to benefit about 11 lakh individuals; the initial phase should cover 50,000 houses.
- Security: It offers legal security, access to formal credit and home improvement opportunities.
- Protection: Before 1972, houses erected along the roadsides will not be torn down.
- Prevention: The administrative officials have the responsibility of creating a prevention of new encroachments.
