On 23-22 September 2025, we saw the 28th National Conference on e-Governance (NCeG) 2025 at Visakhapatnam in Andhra Pradesh promoted by the Department of Administrative Reforms and Public Grievances (DARPG) and the Ministry of Electronics and Information Technology (MeitY) in partnership with the state government. Themed Viksit Bharat - Civil Service and Digital Transformation, the conference was based on the contentious implementation of digital innovation to promote better governance and service provision of people.
Spegimiento and Special Guests.
Shri N. Chandrababu Naidu, Chief Minister of Andhra Pradesh and Dr. Jitendra Singh, Minister of State (Independent Charge) in Science and Technology and Personnel opened the event. Other prominent guests were Shri Pawan Kalyan, the Deputy Chief Minister and Shri N. Lokesh, the Minister of IT and Human Resources Development, which indicates how strategic the event was both at the state and the national platform.
Awards and Recognition
All in all, the National Awards for e-Governance 2025 have acknowledged 19 notable initiatives in six categories with 10 gold, 6 silver, and 3 jury awards. Awardees comprised of both central and state governments, as well as district governments, Gram panchayats and universities. The awards were to reward excellence in innovation, service delivery, as well as implementation of digital technologies to enhance governance.
Sessions and Themes at the Conference.
There was a conference lasting more than two days consisting of 6 plenary and 6 break out sessions and Sahib had approximately 70 government, industry and academia speakers. Important discussions were centered around AI-driven comprehensive solutions, digital transformation in civil services, cybersecurity, citizen-centricity, AI-based services in the agriculture sector Agri Stack, grassroots innovations, and emerging IT infrastructure in India such as subsea cables, AI-based data centres.
Participation and Exhibitions.
It was attended by the delegates of 28 states and 8 Union territories and exhibitions featuring the Indian e-governance successes took place. Previous winners of awards were also mentioned in the Wall of Fame and it led to knowledge sharing and networks.
Visakhapatnam Declaration on e-Governance 2025.
The declaration which was announced by Smt. Sarita Chauhan, the Joint Secretary, DARPG, showcased the commitments to ensure secure, sustainable, and citizen-centric e-governance with innovation, inclusiveness and digital empowerment being the pillars of a developed India.
Strategic Importance
The intersection between technology and governance is one of the NCeG 2025 priorities that show that the use of digital technologies can provide greater transparency, efficiency, and engagement with citizens. The conference strengthened the vision of Viksit Bharat that India had digital transformation at the centre of the civil service modernization.
