DoT Mandates SIM-Linking for Messaging Applications
India has introduced a major cybersecurity reform in digital communication. The Department of Telecommunications (DoT) has directed that all popular messaging apps must remain permanently linked to an active SIM card , tightening verification controls and reducing online fraud. The regulation applies to platforms such as WhatsApp, Telegram, Signal, Arattai, and other number-verified services .
New SIM-Binding Rule
Under the new standard, messaging services that identify users via mobile numbers must ensure the linked SIM is physically active in the device using the app . If the SIM is removed, the application must automatically suspend access. This prevents remote log-ins, overseas exploitation, SIM-less account activity and fraudulent identity masking—issues that security agencies highlighted as escalating in recent cybercrime reports.
Why the Mandate Was Introduced
The DoT noted several fraud networks operating from outside India successfully accessed accounts even after the SIM had been discarded or ported. Attackers exploited app-only authentication to hijack accounts of unsuspecting users. Mandatory SIM presence closes this vulnerability and enforces real-time identity traceability , improving response control during cyber investigations.
Implementation Timeline for Companies
Messaging platforms have been given 90 days to introduce SIM-check integration and 120 days to file compliance documentation.
Web and desktop interfaces must also auto-logout every six hours , requiring users to re-link via secure QR authentication—ensuring they still possess the associated mobile identity.
