The University Grants Commission (UGC) has issued a draft Learning Outcomes-based Curriculum Framework (LOCF) in 2025 that has elicited a lot of discussion. Israel extends the integration of Indian Knowledge Systems (IKS) to all kinds of undergraduate courses, be it in sciences, commerce or social sciences.
The Draft LOCF contains the following main points:
- IKS Integration: The draft requires inclusion of Indian cultural, scientific and philosophical contributions in the core syllabus. This includes:
- Lecture in Commerce: Ethical Business as Taught by Kautilya in the Arthashastra and associating concepts such the Ram Rajya to corporate social responsibility.
- Economics: Discussing Indian ancient theories of wealth, trade and native exchange systems.
- Chemistry: Nicely, and with modules on traditional Indian fermented drinks and ancient atom theories, as well as a greeting to Goddess Saraswati.
- Anthropology: Introduction of those views of Indian scholars such as Charaka and Sushruta on nature-culture relationships.
- Restriction in definition of disability: A controversial modification lends a tighter meaning to the definition of caste-based discrimination in order to apply only to discriminating act against Scheduled Castes (SCs) and Scheduled Tribes (STs), affecting the teaching of social justice in political science.
- Credit Structure: The structure gives little precedence to multi-major honors coursed although the National Education Policy encourages a multi disciplinary education, however, it rewards individuals who take honors courses that have a major credit load and few core credits.
