India to Raise Terrorism Concerns at Johannesburg G20 Summit
India has confirmed that Prime Minister Narendra Modi will attend the G20 Leaders’ Summit in Johannesburg from 21 to 23 November 2025 , where counterterrorism will feature prominently in India’s interventions. While the G20 is primarily an economic forum, New Delhi is preparing to emphasise the global security risks posed by cross-border terrorism and state-sponsored extremist networks.
India Seeks Stronger Counterterrorism Commitments
India is expected to push for explicit language on terrorism in the G20 Joint Declaration, including coordinated international efforts to restrict financing, dismantle safe havens, and hold supporting states accountable. Officials stated that while the Global South’s developmental challenges remain central, security concerns cannot be separated from economic stability. India’s delegation will work to ensure that terrorism is acknowledged as a major global disruptor.
Summit Themes and India’s Broader Agenda
The Summit will address issues such as inclusive economic growth, energy transitions, climate change, food security, disaster resilience, critical mineral supply chains, and the governance of artificial intelligence. PM Modi will outline India’s positions on equitable market access, development financing, and strengthening global economic systems, particularly for emerging economies. The meeting comes amid geopolitical tensions and a shifting global trade environment.
India’s Diplomatic Outreach and Global Representation
Modi will also participate in the IBSA Leaders’ Meeting with Brazil and South Africa, focusing on cooperation among Global South democracies. With several major leaders absent, many nations will be represented by senior officials. India plans bilateral discussions with partner countries to enhance economic, strategic, and security cooperation.
