India Opens Telecom Safety Testing Network to enhance Digital Safety

The Government of India has taken a major step towards enhancing telecom security, when it designated M/s Compliance International Pvt. Ltd. Noida as an approved testing facility of IP Routers, under the CommunSec Scheme of Scheme. This addition gives India a total of nine accredited TSTLs spread between five states able to provide faster and cheaper testing services to manufacturers and other services providers.

NCCS and Its Role

In the centre of this initiative is the National Centre of Communication Security (NCCS) which works under the Department of Telecommunications (DoT). It has control over the ComSec Scheme that is to subject the India telecom and ICT products to solid testing of their security prior to their introduction, sale, or installation in the country. The certification procedure assists in mitigating possible cyber attacks and vulnerabilities to the communication infrastructure in India.

The ComSec Framework

The ComSec Scheme is an important aspect of the larger system of Mandatory Testing and Certification of Telecom Equipment (MTCTE). It was initially published in 2017 but was now revised in accordance with the Telecommunications (Framework to Notify Standards, Conformity Assessment and Certification) Rules, 2025. The regulations are compulsory in ensuring that all telecom equipment operating in India are certified security tests, which strengthen the confidence of the digital system in the country.

Nationwide Lab Network

The Telecom Security Testing Labs are strategically positioned in the states of Karnataka, Haryana, Uttar Pradesh, Tamil Nadu and Maharashtra to allow accessibility pan India. This distributed network allows Original Equipment Manufacturers (OEMs), importers, and telecom operators to experiment with their equipment near their operation centres and save much of the compliance time and expenses.

What These Labs Test

At the present, the laboratories are licensed to test 27 types of telecommunications equipment, covering such a spectrum as IP Routers and Wi-Fi CPEs, Optical Line Terminals (OLTs), Optical Network Terminals (UNTs), all the way to 23 network capabilities of the 5G Core. All of these categories are actively being tested to get India ready to meet the next wave of digitization.

Industry Impact and Vision

Expanding TSTLs, India is also setting strong actions to render into a global telecom security testing destination. Not only does this initiative make national security stronger, but it also empowers domestic manufacturing, as well as, aligns India to the global standard and instills more confidence in its digital infrastructure.
