Jharkhand Platform Based Gig Workers Act 2025: Welfare, Wages and Regulation

Jharkhand has moved decisively towards regulating the rapidly expanding gig economy with the approval of the Jharkhand Platform Based Gig Workers (Registration and Welfare) Bill, 2025 . Governor Santosh Gangwar has granted assent to the legislation, clearing the final constitutional hurdle before it comes into force through official gazette notification. The law establishes a statutory framework to safeguard the rights, welfare and economic security of gig and platform-based workers in the state.

Objective and Coverage of the Act

The Act aims to bring gig workers into a formal welfare system for the first time in Jharkhand. It applies to individuals engaged through digital platforms and aggregators in sectors such as food delivery, ride-hailing, logistics and other on-demand services. By creating a unified registration mechanism, the state government seeks to improve transparency, data availability and policy planning for this segment of the workforce.

Institutional Framework and Registration

A central feature of the legislation is the creation of a Gig Workers’ Welfare Board . The state labour department minister will serve as its ex-officio chairperson, while the labour secretary and other nominated members will hold office for a three-year term. The Board will be responsible for registering gig workers and aggregators, issuing identity cards, and implementing welfare schemes. Mandatory registration of aggregators operating in Jharkhand ensures regulatory oversight and accountability.

Wages, Welfare and Enforcement

The Act mandates minimum wages for gig workers based on the type and duration of work performed. It also provides for social security measures , including medical insurance and other welfare benefits. Aggregators violating the provisions may face penalties of up to ₹10 lakh , strengthening enforcement and compliance.
