Aatmanirbharta mission in Pulses is approved by Union Cabinet

1. Basic Approval & Details

  • Name of the Mission: Mission for Aatmanirbharta in Pulses.
  • Passed in: Union Cabinet, headed by PM Narendra Modi.
  • Duration: 6 years (2025-26 to 2030-31).
  • Financial Outlay: Rs11,440 crore.

2. Core Objectives

  • Become self-sufficient in production of pulses.
  • Minimize the dependence of India on imports.
  • Boost domestic production.
  • Enhance farmer income.

3. Current Context

  • India is the largest producer as well as consumer of pulses.
  • It is nevertheless dependent on imports between 15-20 percent of its domestic demand.

4. Key Strategies & Components

Seed Systems:

  • States will develop 5-year rolling seed plans.
  • ICAR to oversee breeder seed production.
  • State/Central agencies to handle foundation and certified seeds through SATHI portal.
  • Goal: sell 126 lakh quintals of certified seeds by 2030-31.

Area Expansion:

  • Increase hectares that are under cultivation by 35 lakh.
  • Target the fallow lands with rice and intercrop/diversify.
  • Farmers would receive 88 lakh free seed kits.
  • Capacity Building: Modern training on modern techniques to the farmers.

Post-Harvest Infrastructure:

  • Create 1000 new processing units.
  • subsidy of up to Rs25 lakh per unit in order to minimize losses.
  • Cluster-Based Approach: Localized approach to increase productivity by region.

Guaranteed Procurement and Price Assistance:

  • 200% procurement of Tur, Urad and Masoor under Price Support Scheme (PSS) by PM-AASHA.
  • NAFED/NCCF to do 100% procurement in participating states over the next 4 years.
  • A system to check global prices to ensure that farmers are not subjected to price changes.

5. Targets for 2030-31

  • Area: 310 lakh hectares.
  • Production: 350 lakh tonnes.
  • Yield: 1130 kg per hectare.
