Tirupati Resolution Women Empowerment in India Roadmap

The inaugural national conference of Legislative and Parliamentary committees on women empowerment was in Tirupati, Andhra Pradesh, and it ended with the Tirupati Resolution. It has developed a holistic approach to achieve women empowerment in the vision of Viksit Bharat 2047, the national development of India, in the centre of women.

Empowerment of Women as a National Agenda.

The resolution reiterates that empowerment of women is not just a welfare issue but also a socio-economic development pillar. The investment in the health, education, skills and entrepreneurship of women is considered to be important to open the human potential of the country. The active role of women in the leadership is considered to be crucial to developing a robust and inclusive economy.

Collaboration and Shared Responsibility at Parliament.

The Tirupati conference saw both the Centre and the states legislators come together and this provided them with an opportunity to share their experiences and best practices. This collaborative strategy makes the empowerment of women to be a common agenda throughout systems of governance and makes implementation of policies and schemes much stronger.

Finding Power in the Past.

It was inspirational to those who had fought against the oppression of the women of the world, like Savitribai Phule in the 19 th century who led the battle against female education. Modern-day cases like literacy among the aged women in the rural community are a reflection of how opportunity can change lives. Such lessons will inform policymakers to come up with inclusive and transformational initiatives.

Gender Responsible Budgeting.

One of the key areas of the resolution is Gender Responsible Budgeting (GRB) where the needs of women are incorporated into the fiscal planning. Governments can achieve this by institutionalisation of Gender Budget Cells in the Ministries and the State Departments in order to guarantee a directed allocation of resources. The use of gender-disaggregated data to track the progress will also contribute to accountability and impact.

Bridging the Digital Divide

The resolution emphasizes that there is a need to close the digital divide in order to have women equally participating in the digital world. Some of them include increasing digital literacy, cyber safety, and empowering women in STEM. These efforts are meant to make women be users and creators of technology.

The Tirupati Resolution offers a systematic pathway on the developmental woman-led with a call to gender perspective in all policies, increased budget allocation, and improved institutional capacity.
