French President Emmanuel Macron and Ukrainian President Volodymyr Zelensky formalised the intent at a French air base, outlining cooperation on Rafale jets, weapons packages, SAMP-T air-defence systems , radar platforms and tactical drones. The plan is expected to unfold over a ten-year implementation timeline , signalling a deep, strategic defence partnership between the two nations.
Strengthening Ukraine’s Air Power
Ukraine has announced a long-term goal of building a 250-aircraft combat fleet consisting of Rafales, F-16s and Gripen fighters. The introduction of Rafales—one of the world’s most advanced 4.5-generation aircraft—will require extensive training, logistics preparation and integration into NATO-standard systems, marking a significant shift in Kyiv’s operational capabilities.
International Coordination and Coalition Support
The signing took place after both leaders visited a multinational coordination centre working on a “ coalition of the willing ” to support potential future ceasefire arrangements. Over 30 nations, led by France and the UK, are contributing to mechanisms that will support Ukraine’s security architecture beyond the current conflict.
