Goa Expands Administrative Map
Goa is set to witness a significant administrative reorganisation with the creation of its third district, Kushavati . The announcement was made by Chief Minister Pramod Sawant , marking the first addition to Goa’s district structure since its formation as a state. At present, Goa has only North Goa and South Goa districts.
The new district derives its name from the ancient Kushavati river , reflecting the state’s emphasis on linking administrative reforms with historical and cultural identity.
Composition and Interim Administration
Kushavati district will be carved entirely from South Goa and will consist of four talukas—Dharbandora, Quepem, Sanguem and Canacona . Until independent infrastructure and staffing are established, administrative functions will continue to operate from the South Goa district headquarters . During this transitional phase, the South Goa Collector will hold additional charge of Kushavati district.
District Headquarters at Quepem
The state government has designated Quepem town as the headquarters of the new district. To ensure accessibility, the government has promised enhanced bus connectivity between Quepem and remote talukas such as Canacona and Dharbandora , enabling residents to access district-level services without difficulty.
Aspirational District and Development Focus
Chief Minister Sawant stated that Kushavati will be developed as an aspirational district , a category that enables additional central assistance of ₹15 crore for governance and infrastructure development. Special funding will also be sought considering that nearly 27 per cent of the population belongs to tribal communities , requiring focused socio-economic interventions.
Implementation Timeline
A formal notification for the district’s creation is expected shortly. Full operational status will begin once administrative buildings, staffing, and logistical arrangements are completed.
