Chinese President Xi Jinping introduced the Global Governance Initiative (GGI) at the 2025 Shanghai Cooperation Organization Plus (SCO Plus) Summit in Tianjin, where China is seen as a major promoter of a more fair international order. The largest SCO meeting ever to date covered member states, dialogue partners like Turkiye and observer states.
SCO and Its Expansion
The Shanghai Cooperation Organization (SCO) was established in 2001 and unites Eurasian superpowers such as China, Russia, and India, emphasizing on security, economic collaboration and political dialogue. The SCO Plus meetings broaden this platform by including dialogue partners and observers and enhancing its position as a regional and global actor.
Global Governance Initiative - Principle provisions.
Xi's GGI stresses:
- Equal sovereignty of states.
- Compliance with multilateralism and international law.
- Development policies that are people-centred.
- Active deeds as opposed to declarations.
China coded the initiative as an appeal to equal governance that protects common human values but opposes unilateralism.
The health and welfare commitments.
China also proposed a five-year medical plan to SCO member states, which included:
- 500 congenital heart patients treated.
- 5,000 cataract surgeries
- 10,000 cancer screenings
These initiatives highlight how Beijing is focusing its attention on people-oriented collaboration in addition to political dialogue.
The Tianjin Summit is important because of the following reasons.
The biggest SCO Plus summit took place in 2025, and it included 20 international leaders and heads of states. The Tianjin Declaration focused on shared objectives in the economic development and security of the region, making SCO more credible as an emerging actor in international affairs.
Bigger Picture of Initiatives of Xi.
The GGI builds on previous Xi Jinping proposals of security, civilisation, and development, and is a continuation of Chinese vision of a reorganised global order. All these efforts support collaboration, diversity appreciation, and long-term development as an alternative to Western-dominated systems of governance.
