Brazil Invokes ‘Mutirão’ to Accelerate COP30 Negotiations

As COP30 enters its decisive second week in Belém, Brazil has pressed global negotiators to adopt the spirit of mutirão —a deeply rooted Brazilian tradition of collective mobilisation—to fast-track completion of the Belém Package. With the summit facing tight deadlines and a growing list of unresolved issues, the presidency has urged countries to work collaboratively, prioritising problem-solving over prolonged debate.

The Mutirão Strategy for Climate Diplomacy

Brazil’s use of mutirão underscores its vision for a coordinated, all-hands approach during the final days of negotiations. Delegates have been instructed to work in intensive, task-force mode to complete substantial progress by 18 November. The presidency aims to finalise all major agenda items—including adaptation, mitigation, and finance—no later than 21 November, enabling the Belém Package to be agreed upon by mid-week.

Key Negotiation Tracks Under Pressure

Discussions are centred on the Global Goal on Adaptation, just transition pathways, mitigation ambition, National Adaptation Plans, and operational elements linked to the Global Stocktake. Climate finance continues to dominate talks, covering Article 9.5 finance communications, progress on aligning financial flows under Article 2.1(c), and guidance for UNFCCC financial mechanisms.

Brazil has positioned COP30 as a turning point ten years after the Paris Agreement, emphasising the need to rebuild trust in the multilateral process. Negotiators have been asked to focus on what they can contribute—rather than what they can gain—to ensure a strong, unified outcome.
