CSIR Integrated Skill Initiative Strengthens India’s Science–Skill–Industry Ecosystem

The Council of Scientific and Industrial Research (CSIR) is implementing the CSIR Integrated Skill Initiative , a flagship national programme aimed at strengthening India’s skilled workforce by bridging the gap between scientific research, industry requirements, and employable skills . Aligned with the national vision of Atmanirbhar Bharat and Skill India , the initiative leverages CSIR’s extensive research infrastructure and nationwide laboratory network to integrate skill development with science and technology.


Objectives and National Alignment

The initiative is designed to align skill training with real-world industrial, societal, and entrepreneurial needs . By embedding skill development within active research ecosystems, it seeks to create a workforce that is not only technically proficient but also industry-ready . The programme supports national priorities of self-reliance , innovation-led growth , and enhanced employability across emerging and traditional sectors.


Inclusive Beneficiaries and Training Modules

According to an official release, the programme adopts an inclusive approach , catering to a wide spectrum of beneficiaries. These include students, young researchers, technical staff, and working professionals, as well as school dropouts, ITI and diploma holders, farmers, and rural communities .

Skill development is delivered through structured short-term and long-term modules , including training programmes, internships, certification courses, and hands-on laboratory exposure , ensuring experiential learning alongside theoretical grounding.


Sectoral Coverage and Skill Outcomes

The CSIR Integrated Skill Initiative currently covers 18 of the 36 key sectoral skills identified under the National Skill Development Mission . The covered sectors span aerospace and aviation, agriculture, automotive, construction, electronics, food processing, green jobs, healthcare, life sciences, textiles, IT and ITeS , among others.

The programme emphasises a theory–practice blend , enabling participants to pursue employment, entrepreneurship, and sustained career growth in technology-intensive domains.


Progress, Phase III, and Institutional Support

CSIR reported that over 1.90 lakh individuals have been trained through more than 5,200 skill-based programmes under Phase I and Phase II, including targeted initiatives for rural citizens and women .

Phase III of the initiative was launched in June 2025 by N Kalaiselvi , Director General of CSIR and Secretary, DSIR. In its first year , Phase III has already trained over 14,000 participants through 425+ programmes conducted across 37 CSIR laboratories nationwide.

The CSIR–Human Resource Development Centre functions as the nodal office , ensuring coordination, monitoring, quality assurance, and impact evaluation, with a continued focus on relevance and national development outcomes.
