Kalai-2 Hydro Project

The under construction Kalai-II Hydroelectric Project in Arunachal Pradesh is the latest project on the way to a go-ahead as it was recently subjected to environmental clearance hearings. The 1,200 MW project is conceived on the Lohit River in Anjaw district and is constructed by THDC India Limited. This is one of the moves that seek to enhance sustainable energy and regional growth in Northeast Indian.

Project Overview

"It will be a run of river power project with pondage, which means that dam can hold some of the water with it." It includes a concrete gravity dam, coffer dams, diversion and intake tunnels, pressure shafts and an underground powerhouse, surge chamber and tail race tunnel. The reservoir has a storage capacity of 318.8 million m3 at a gross head of 125 m. The project will feature six 190 MW-rated turbines.

Economic and Employment Impact

The project has an investment of approximately Rs 14,000 crore. After commissioning, the plant is likely to produce free power of Rs 318 crore per annum. It will also give Rs 2.2 crore annually to the Local Area Development Fund. It will create around 1,700 direct positions. For families affected by land acquisition, 50% of such jobs are earmarked. The project is also likely to increase self-employment and entrepreneurship in the area.

Environmental Clearance Process

The public hearing was organised by the Arunachal Pradesh State Pollution Control Board (APSPCB). Over 350 affected of the project from 33 villages attended. THDC officials and consultant WAPCOS Ltd listed the environmental impact and the mitigation measures proposed. Complaints filed about the project included land compensation, jobs and area development. The district administration promised feedback would be noted and redressed.

Strategic Importance

Kalai-II is among the 13 dona stalled hydro projects revived through agreements with central public sector units. It’s an opportunity to improve Northeast energy security. It will also upgrade infrastructure like roads, healthcare and schooling. It reaffirms India’s goals for renewable energy and regional economic development.
