PM VIKAS Scheme Aims to Empower Minority Communities Through Skills and Heritage

The Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) scheme, a Central Sector initiative of the Government of India, aims to advance the socio-economic development of six notified minority communities through skill training, cultural preservation and livelihood enhancement. Highlighting recent progress in the Rajya Sabha, Minority Affairs Minister Kiren Rijiju stated that allocation letters have been issued to train nearly 1.40 lakh beneficiaries , signalling a major step toward inclusive growth.

Skill Development and Employment-Oriented Training

PM VIKAS focuses on improving employability among minority youth by providing need-based skill development programmes matched with market demands. Training Implementing Agencies (PIAs) are required to ensure that at least 75% of trained candidates secure employment , with 50% placed in the organised sector . The scheme also emphasises linking trainees to apprenticeships, wage employment and self-employment opportunities to promote long-term economic stability.

Preservation of Traditional Heritage

A key pillar of the scheme is the protection and promotion of traditional arts, crafts and knowledge systems . Through documentation, exhibitions, literature development and artisan support, PM VIKAS helps sustain heritage practices while turning them into viable livelihood sources. This approach strengthens cultural identity while expanding economic opportunities for craft-based communities.

Women’s Leadership and Entrepreneurship

To empower minority women, the scheme provides entrepreneurship and leadership development , encouraging financial independence and community-level participation. This aligns with national priorities of inclusive and gender-responsive development.
