The United Nations has introduced the Global Mechanism (GM) for Cyberspace , which is an ongoing platform to facilitate responsible state behavior over the internet. The mechanism is constructed on the agreement reached by the Open-Ended Working Group (OEWG) on July 11, 27 years of negotiations later, and a new cycle of international cyber governance is opened.
Evolution of Cyber Diplomacy
- 2004-2017: The Group of Governmental Experts (GGE) was making some strides but with a small membership and scope.
- Since 2018: The OEWG comprised all 193 UN member states , which allowed reaching a wider consensus.
- Geopolitical rivalries did not stop collaboration, as shared vulnerabilities to cross-border cybercrime promoted collaboration.
India's Strategic Role
India is poised to become a major influencer of the GM:
- Largest democracy and a major technology hub with proven digital governance models like Digital India, Aadhaar, and UPI.
- Proponents of balanced digital sovereignty , i.e., uphold national sovereignty but enhance collaboration among states.
- Participates in capacity building , especially of the Global South , with the help of IT skills, training initiatives, and online teaching.
Digital Divide.
The effectiveness of GM is based on equal participation:
- Cyber governance is not available in many countries.
- India can take the center stage with its low-cost innovation models, internationally acclaimed IT industry, and IIT-based technical education.
- Online learning and technology reach the developing countries.
Challenges Ahead
- Turning political consensus into behavior.
- Cyberattack attribution is still a challenging matter technically and politically.
- There are still geopolitical tensions that destroy trust.
- The overlap with the emerging technologies such as AI and quantum computing makes regulation more difficult.
