Odisha Clears Landmark Solar Manufacturing Project in Ganjam

Odisha has taken a significant step towards strengthening its clean energy ecosystem with the state cabinet approving a large-scale solar manufacturing investment by Tata Power Renewable Energy Limited . The proposed project, with an investment of nearly ₹10,000 crore, is among the biggest renewable energy manufacturing initiatives in the state and signals Odisha’s growing role in India’s green industrial transition.

Cabinet Nod and Project Location

The state government has sanctioned the establishment of an integrated solar manufacturing facility within the Tata Special Economic Zone in Ganjam district. Planned to be executed in two distinct phases, the project reflects increasing investor confidence in Odisha’s policy stability, industrial infrastructure, and ease of doing business.

Integrated Manufacturing Across the Solar Value Chain

The upcoming facility will focus on upstream solar manufacturing—an area where India has traditionally depended on imports. Once fully operational, the unit will have a capacity of 10 GW for ingot and wafer production and 5 GW for solar cell manufacturing. This makes it the first project of its kind in Odisha to cover critical early-stage components of the solar value chain, contributing directly to India’s self-reliance in renewable energy equipment.

Employment Generation and Industrial Spillovers

The project is expected to create more than 5,000 direct and indirect employment opportunities, including a large number of skilled and technical positions. In addition to job creation, the manufacturing unit is likely to stimulate demand for ancillary industries such as industrial glass, specialty chemicals, packaging materials, logistics services, and precision engineering. This ripple effect is expected to benefit MSMEs and local suppliers across the region.

By strengthening domestic production of key solar components, the project supports India’s long-term renewable energy ambitions, including the national objective of achieving large-scale domestic solar manufacturing capacity by 2030.
