India Accelerates Forensic Sector Reforms Under National Infrastructure Enhancement Scheme
The Government of India has intensified modernisation of the forensic ecosystem through the National Forensic Infrastructure Enhancement Scheme , approved in 2024. The initiative seeks to improve scientific investigation standards, reduce pendency of forensic cases and reinforce the criminal justice system by expanding infrastructure and strengthening human resources.
Funding Framework and Implementation Roadmap
The scheme has been allocated a financial outlay of ₹2254.43 crore for the period 2024-25 to 2028-29 . The focus is on building state-of-the-art forensic facilities, upgrading testing equipment and increasing laboratory throughput. By enhancing scientific capacity across regions, the government aims to ensure timely support for police investigations and judicial processes.
Expansion of Central Forensic Science Laboratories (CFSLs)
To reduce regional disparities, the Centre approved eight new CFSLs during 2023 and 2024. These laboratories will supplement existing national facilities and ease the backlog of forensic examinations. Recruitment across CFSLs has been prioritised, with vacant posts being filled in a phased manner to meet operational requirements.
Strengthening Human Resources and Recruitment Mechanisms
The Ministry of Home Affairs has reviewed vacancy levels and initiated reforms to streamline recruitment rules. Contractual appointments are being used to temporarily fill critical forensic roles. States and Union Territories have also been directed to accelerate recruitment to improve local capacities.
Role of NFSU in Capacity Building
The National Forensic Sciences University (NFSU) plays a central role in grooming skilled professionals for forensic laboratories. Its annual Forensic Aptitude and Calibre Test (FACT) serves as a national benchmark for identifying qualified candidates. These coordinated policy initiatives aim to create a robust, future-ready forensic workforce.
