Karnataka is set to become one of the first states in India to formally extend menstrual leave benefits to students across schools, colleges and universities. The proposal, included in the draft Karnataka Working Women Wellbeing Bill, 2025 , marks a significant policy shift aimed at improving menstrual health support in academic and professional environments.

Expanded Eligibility and Leave Entitlements

The draft legislation introduces up to two days of menstrual leave per month for students, along with a 2% attendance relaxation to ensure their academic record is not adversely impacted. Importantly, the provisions go beyond earlier guidelines meant only for employed women, covering girls, women, transgender persons and gender-queer individuals . A written application will suffice, as no medical certificate is required.

Clear Operational Rules for Availing Leave

The Bill caps menstrual leave at 12 days per year , with no carry-forward option. If menstruation overlaps with a Sunday or public holiday, only one day may be claimed. Menstrual leave cannot be merged with other forms of leave, and institutions may permit remote participation through videoconferencing as an alternative.

Penalties for Non-Compliance

A key feature of the proposal is a fine of up to Rs5,000 on institutions or employers that deny menstrual leave or discriminate against beneficiaries. The law also prohibits public disclosure of leave details, strengthening privacy protections.
