The meeting was chaired by India’s National Security Adviser and attended by delegations from Maldives, Mauritius, Sri Lanka and Bangladesh—the existing CSC members. Seychelles, which previously held Observer status, was formally inducted as a member. Malaysia also participated for the first time as a Guest State , signalling broader interest in the conclave’s agenda.

Progress Review Across Five Cooperation Pillars

India’s appointed first Secretary General of the CSC presented a comprehensive review of initiatives undertaken since the previous summit in Mauritius. Discussions centred around the conclave’s five foundational pillars: maritime security , counter-terrorism , combatting transnational crime , cybersecurity , and humanitarian assistance & disaster relief (HADR) . Member states evaluated ongoing capacity-building programmes, joint exercises and emerging challenges in the Indian Ocean region.

India emphasised the significance of the Indian Ocean as a shared strategic heritage , urging member countries to strengthen collective vigilance and ensure stability across maritime routes.
