- At the United Nations’ Second World Summit for Social Development , held in Doha, Qatar (November 3–6, 2025) , Dr. Faizan Ahmed Azizi , President and Chief Representative of the Human Social Care Foundation (HSCF) , represented India and called for social inclusion to be placed at the centre of all public policy. Addressing global leaders, Dr. Azizi emphasised that combating poverty, inequality, and unemployment requires inclusive frameworks grounded in justice, accountability, and human dignity .
Revisiting the Copenhagen Declaration
- The summit reviewed progress since the 1995 Copenhagen Declaration and the UN 2030 Agenda for Sustainable Development . Dr. Azizi noted that despite decades of international efforts, nearly half of the Sustainable Development Goals (SDGs) remain off track , as reflected in the UN SDG Progress Report 2025 . He attributed this lag to conflicts, climate change, and widening economic inequalities that continue to hinder global development.
Warning Against Governance Failures
- Dr. Azizi warned that corruption, weak governance, and poor institutional accountability have undermined social justice efforts, particularly in developing nations. He highlighted systemic challenges such as overburdened healthcare systems , commercialisation of education , and exclusion of vulnerable groups , stressing that the Copenhagen Declaration and Agenda 2030 could fail without effective governance reforms.
Qatar–India Youth Employment Corridor Proposal
- In a forward-looking initiative, Dr. Azizi proposed a Qatar–India Youth Employment Corridor to promote ethical labour mobility . The plan includes establishing “Qatar-Ready Skill Hubs” in India, co-certified by Qatari employers, to train and certify youth for safe and skilled overseas employment . This initiative could directly benefit the 700,000 Indian workers in Qatar by ensuring structured training and fair recruitment.
