Kyivstar—Ukraine’s largest mobile operator with over 22 million users —has activated the service to ensure uninterrupted communication during electricity outages and in regions where network towers have been destroyed. The initial phase supports SMS connectivity , with voice calls and mobile data services scheduled to roll out in 2026 . The operator has also strengthened backup power systems, installing batteries and generators to keep essential network nodes functional for over ten hours during blackouts.

Starlink’s direct-to-cell technology enables ordinary 4G smartphones to connect directly to low-Earth-orbit satellites, bypassing ground-based infrastructure.
