New Pension Rule: Mandatory Inclusion of Daughter’s Name in Family Records

 

  • The Central Government has issued an important clarification regarding pension documentation under the CCS (Pension) Rules, 2021 , making it compulsory to include the names of all daughters in family records of employees and pensioners. The directive was released by the Department of Pension & Pensioners’ Welfare (DoPPW) to strengthen beneficiary transparency and prevent disputes in future pension claims.

Key Highlights of the New Rule

1. Daughters’ Names Must Be Included

  • All serving and retired Central Government employees must mandatorily record the names of their daughters in official family details.

  • These names cannot be deleted as long as the pensioner or family pensioner is alive.

  • The rule applies irrespective of the daughter’s age, marital status, or immediate eligibility for family pension.

2. Reason for the Directive

  • To protect legitimate beneficiaries .

  • To ensure error-free and timely pension disbursal after the pensioner’s death.

  • To avoid disputes or delays due to incomplete family details.


Legal Basis: Rule 50(15) – CCS (Pension) Rules, 2021

Rule 50(15) mandates that every government servant must:

  • Submit complete family details on joining service.

  • Include spouse, all children, parents, and disabled siblings .

  • Regularly update these details whenever changes occur (e.g., birth, marriage, death).

  • Use Form 4 for submitting or revising family information.

This rule emphasises comprehensive and permanent family documentation.


Eligibility vs. Documentation

  • Recording a name ≠ Granting eligibility .

  • Eligibility for family pension is determined only after the pensioner’s death , based on existing rules.

  • However, the name must be present in the records to be considered later.
