The National e-Vidhan Application (NeVA), Project under the Digital India Programme
The National e-Vidhan Application (NeVA) , a Mission Mode Project under the Government of India’s Digital India initiative, is transforming legislative operations by promoting paperless, efficient and transparent lawmaking . To date, 28 State and Union Territory Legislatures have signed MoUs to adopt NeVA, and 20 legislatures are already functioning as fully digital Houses , marking a significant step forward in modernising parliamentary processes.
Key Features of the NeVA Platform
NeVA provides end-to-end digitalisation of Legislature Secretariat operations, ensuring seamless electronic flow of information. Built on the principle of “One Nation, One Application” , it aims to bring all 37 State/UT legislatures onto a single, standardised digital platform. The application supports automated workflow for legislative business, document management, digital question processing, and real-time information access for both members and the public.
Capacity Building and Digital Infrastructure
The Ministry of Parliamentary Affairs is facilitating smooth implementation through provision of tailored ICT infrastructure, continuous technical support and extensive training programmes. National and regional workshops, virtual learning sessions and NeVA SeVA Kendras help legislators comfortably transition to a digital working environment.
AI Tools for Multilingual Accessibility
To foster linguistic inclusivity, NeVA incorporates advanced AI/ML capabilities powered by Bhashini . Features such as real-time text translation, speech-to-text and voice-to-speech allow members to access legislative content in their preferred language, improving usability and ensuring that no linguistic group is left behind.
