Project Zero: Kerala’s New Fight Against Corruption

Overview

Kerala launched Project Zero on 26 May 2026 to fight corruption. The initiative covers bribery, cyber crimes, and digital graft. Citizens can report corruption directly to the Vigilance and Anti-Corruption Bureau. The project keeps whistleblowers’ identities secret. It also uses technology to speed up investigations.

A Cleaner Kerala Begins

Corruption is a big problem in many parts of India. It slows down development. It hurts poor people the most. The state of Kerala has now decided to fight corruption in a very strong way. On 26 May 2026, the Kerala government launched a new initiative. It is called Project Zero. The name “Zero” means zero tolerance for corruption. The project was launched by Kerala Home Minister Ramesh Chennithala. It covers bribery, cyber crimes, and all forms of digital graft. The main agency behind this project is the Vigilance and Anti-Corruption Bureau (VACB). This is a big step towards making Kerala’s administration clean and honest.

What Is Project Zero?

Project Zero is a state-level anti-corruption drive. It targets corruption at all levels of administration. Whether it is a small office or a big department, no one is above the law. The project has three main features:

  1. Public participation  – Citizens are encouraged to report corruption without fear.

  2. Stronger vigilance measures  – The Vigilance and Anti-Corruption Bureau will get more powers and resources.

  3. Use of technology  – Digital tools will be used to collect evidence, track cases, and speed up investigations.

Project Zero also plans to update the Vigilance Manual. This manual is the official guidebook for vigilance officers. It tells them how to investigate complaints, collect evidence, and take disciplinary action. By updating this manual, the government wants to make the whole process faster and more effective.

How Citizens Can Report Corruption

Under Project Zero, any citizen can report corruption directly to the Vigilance and Anti-Corruption Bureau. You do not need to go through any middleman. You can file a complaint by phone, email, or through a special online portal that will be set up. The most important thing is that your identity will be kept confidential. This means no one will know your name or address. This protects whistleblowers from harassment or revenge. The government wants people to come forward without fear.

What Types of Corruption Are Covered?

Project Zero covers both old and new forms of corruption.

  • Physical bribery  – This is when someone asks for cash or a gift to do a job. For example, a clerk may ask for money to issue a certificate. This is now a serious crime under Project Zero.

  • Cyber crimes  – These are offences committed using computers or the internet. For example, hacking into government servers to change records. The project will track such crimes.

  • Digital graft  – This is a newer form of corruption. It happens through online transactions, digital payments, or electronic systems. For example, a government officer may ask you to send money through a digital wallet. This is also covered.
