Updating the Vigilance Manual
The Vigilance Manual is a very important document. It is used by all vigilance officers in Kerala. It tells them how to handle complaints, how to raid offices, how to question suspects, and how to write reports. But the old manual is outdated. It does not cover digital evidence or cyber crimes. What Is the Vigilance and Anti-Corruption Bureau (VACB)?
The VACB is the special agency in Kerala that handles corruption cases. It works under the Home Department. It has its own team of officers, inspectors, and legal advisors. Before Project Zero, the VACB worked in a limited way. Now, under Project Zero, the VACB will get more powers. It will also get more money and more staff. The government has promised to open new VACB offices in every district. This will make it easier for people in villages to report corruption.
Why the Name “Project Zero”?
The name “Zero” has a deep meaning. It means zero tolerance for corruption. It also means zero delays in investigations. And it means zero fear for whistleblowers. The government wants to bring the number of corruption cases down to zero.
