World Bank Backs Haryana’s Clean Air Project With $305 Million Assistance

The World Bank has approved a USD 305 million assistance package to support Haryana’s Clean Air Project for Sustainable Development , marking a significant boost to the state’s efforts to achieve measurable air-quality improvements by 2030 . The approval follows high-level engagements between Haryana’s leadership and World Bank officials, reflecting growing international confidence in the state’s environmental reform agenda.

Project Cost and Financing Framework

The project entails a total investment of ₹3,646 crore . Of this, the World Bank will contribute ₹2,498 crore in loan support, while the Haryana government will provide ₹1,065 crore , along with an additional grant component. This blended financing model enables large-scale, multi-sector interventions to address pollution sources across urban and rural areas.

Governance and Implementation Structure

Execution of the programme will be led by ARJUN , a dedicated Special Purpose Vehicle (SPV) established for planning, coordination and monitoring. Chaired by Rajesh Khullar , ARJUN integrates digital tools with administrative oversight to ensure sectoral convergence, timely implementation and real-time assessment of air-quality outcomes.

Sectoral Focus and Key Investments

The project targets pollution reduction across transport, industry, agriculture and urban systems . The transport sector receives the largest allocation— ₹1,688 crore —to support cleaner mobility solutions and reduce vehicular emissions. Investments also include strengthening emission-monitoring systems and building institutional capacity among regulatory agencies.

Electric Mobility and Industrial Transition

Under the programme, 500 electric buses will be deployed across Gurugram, Faridabad, Sonipat and Jhajjar , supported by 200 EV charging stations and incentives for electric three-wheelers. Industrial measures focus on expanding Piped Natural Gas (PNG) usage, phasing out diesel generator sets and installing Continuous Emission Monitoring Systems (CEMS) . Additionally, ₹746 crore has been earmarked for agriculture-sector reforms, including soil management and cleaner farming practices.
