World Bank Approves $300 Million Loan for Uttar Pradesh Clean Air Program

UP Clean Air Management Program Gets Major World Bank Funding Boost

The World Bank has approved a loan of about USD 300 million to support Uttar Pradesh in improving air quality through a comprehensive environmental initiative. The funding will be used for the Uttar Pradesh Clean Air Management Program , which focuses on reducing pollution across sectors such as transport, agriculture, and industry. The programme is designed to enhance environmental sustainability while also creating employment opportunities, particularly for youth and women.

Integrated Clean Air Strategy

The project, valued at USD 299.66 million , adopts a multi-sector approach to address air pollution. In the transport sector, the initiative encourages the adoption of electric mobility, including electric buses and three-wheelers, to reduce vehicular emissions.

Industrial pollution will be tackled through improved emission monitoring systems and the adoption of cleaner production technologies. These measures aim to reduce pollution levels while improving industrial efficiency and supporting sustainable economic development.

Expansion of Air Quality Monitoring

A key component of the programme is the strengthening of air quality monitoring infrastructure. Approximately 200 additional air quality monitoring stations will be installed across Uttar Pradesh .

Data generated from these stations will be integrated with systems managed by the Uttar Pradesh Pollution Control Board . Enhanced monitoring will help authorities track pollution levels more accurately and identify major emission sources, enabling more effective policy interventions.

Promotion of Clean Energy and Sustainable Agriculture

The programme also aims to promote cleaner energy practices at the household level. Nearly 3.9 million households are expected to benefit from access to improved clean cooking solutions, which will reduce both indoor and outdoor air pollution.

In agriculture, farmers will be encouraged to use fertilisers more efficiently, helping improve productivity while lowering emissions. Additionally, more than 700 brick kilns in the state are expected to transition to resource-efficient technologies that produce fewer pollutants.

Regional Efforts to Address Air Pollution

The Uttar Pradesh Clean Air Management Program is part of the broader Regional Air Quality Management Program covering the Indo-Gangetic Plains and the Himalayan foothills, which are considered among the most polluted regions in the world.

The agreement for the project was signed by representatives from the India , the Government of Uttar Pradesh , and the World Bank . The programme is also expected to attract nearly USD 150 million in private investments , particularly in the transport and MSME sectors.
