World Telecommunication Development Conference 2025 Highlights Global Roadmap for Digital Growth
The World Telecommunication Development Conference (WTDC) 2025 concluded in Baku on 28 November 2025 , bringing together more than 2,300 delegates , including global ministers, regulators, technology experts and industry leaders. Held once every four years, the platform finalised the strategic vision for digital infrastructure, emerging technologies and telecommunication-led socio-economic development for the decade ahead.
India Takes Prominent Leadership Position
India participated at the ministerial level, led by the Union Minister of State for Communications and Rural Development , positioning digital equity, last-mile connectivity and sustainable network expansion at the centre of global dialogue. India was elected Vice-Chair of the Conference , and secured major positions across coordination teams, innovation committees and ITU study groups , reflecting India’s growing influence in global telecom governance.
The Indian delegation also held bilateral meetings with partner nations, strengthening cooperation in 6G, satellite communications, cybersecurity and rural digital networks.

India played a pivotal role in shaping transformational resolutions:
• Resolution 85 – Smart Sustainable Cities extended to include Smart Villages & Rural Connectivity
• Resolutions 89 & 90 – Strengthening innovation ecosystems, frontier-tech incubation and local manufacturing
• Cyber-Resilience Frameworks – Targeting device tampering, telecom fraud, SME protection & network security
• Spectrum-sharing models and engineering tools for developing economies
• Public-awareness framework for EMF radiation safety under Resolutions 09 & 62
These resolutions support ICT-led development, encourage private sector collaboration and enable the global transition toward 5G/6G and digital public infrastructure.
