Uttarakhand Tops ICJS 2.0 Rankings, Sets Benchmark in Digital Policing Reform
Uttarakhand has emerged as a national frontrunner in digital policing and criminal justice reform , with the state police securing the top rank in the ICJS 2.0 national rankings . Adding to this achievement, the Uttarakhand State Disaster Response Force (SDRF) has also received national recognition for its dedicated service during Prayagraj Mahakumbh-2025 , highlighting the state’s growing reputation for efficiency, coordination, and public service excellence.
Uttarakhand Tops ICJS 2.0 Rankings
According to the latest CCTNS/ICJS Progress Dashboard released by the National Crime Records Bureau (NCRB) , Uttarakhand has ranked first among all states in the implementation of the Inter-Operable Criminal Justice System (ICJS) 2.0 .
Inspector General of Police Sunil Kumar Meena said the state scored 93.46 points , outperforming Haryana and Assam. The ranking reflects Uttarakhand’s rapid adoption of digital platforms, effective inter-departmental coordination, and uniform implementation of criminal justice technologies across districts.
Building an Integrated Digital Justice Ecosystem
ICJS 2.0 is a flagship initiative of the Ministry of Home Affairs , aimed at digitally integrating all pillars of the criminal justice system— police, courts, prosecution, prisons, forensics, and fingerprint databases —into a single interoperable framework by 2026.
Uttarakhand has completed integration of most ICJS modules ahead of schedule , enabling seamless digital workflows for case diaries, charge sheets, electronic evidence, and judicial processes. The system operates on the principle of “One Data, One Entry” , reducing duplication, improving accuracy, and speeding up justice delivery.
SDRF’s Role at Prayagraj Mahakumbh-2025
Beyond digital policing, Uttarakhand also earned praise for its contribution to disaster management. At the request of the Uttar Pradesh government, one company of the Uttarakhand State Disaster Response Force was deployed during Prayagraj Mahakumbh-2025 .
A 112-member SDRF team served from January 24 to February 27 , undertaking water rescue operations, providing first aid, managing crowds, and assisting missing pilgrims in high-risk zones such as Sangam Nose . Their professionalism and efficiency earned them medals and commendation certificates from the Uttar Pradesh government.
Focus on Advanced Digital Justice Modules
Director General of Police Deepam Seth attributed these achievements to collective effort, continuous monitoring, and technological innovation. He said the state police is now focusing on advanced ICJS modules such as e-Sakshya, e-Summons, and Nyaya Shruti , which aim to make investigations more transparent, evidence-based, and time-bound.
These tools are expected to further strengthen trust in the justice system while ensuring faster resolution of cases.
