Capital Expenditure, Healthcare and Technology Drive UP Budget

The Government of Uttar Pradesh has presented a Rs 9,12,696.35 crore Budget for 2026-27 , reflecting a 12.9% increase over the previous fiscal year. Introduced by Suresh Khanna , the Budget prioritises capital investment, fiscal stability, healthcare expansion, and technology-led development.


Fiscal Consolidation and Economic Indicators

The fiscal deficit for 2026-27 has been capped at 3% of GSDP , consistent with Finance Commission norms. The debt-to-GSDP ratio, elevated during the pandemic period, has been progressively reduced, signalling fiscal consolidation. Uttar Pradesh’s GSDP growth trajectory and rising per capita income indicate sustained economic momentum.


Law and Order Infrastructure

The Budget allocates substantial resources for police modernisation and safety infrastructure, including residential and non-residential facilities, fire stations, and emergency response systems. Programmes supporting women’s safety, such as Mission Shakti, continue to receive focused investment.


Healthcare and Medical Education

Healthcare expenditure records notable expansion, with increased allocations for medical services, medical education, and public health missions. The state’s medical education capacity has grown significantly, supported by rising MBBS and postgraduate seats. Coverage under Ayushman Bharat remains a central welfare pillar.


Technology and Industrial Strategy

A New and Emerging Technologies Mission, AI initiatives, and large-scale data centre parks highlight the state’s digital economy ambitions. Uttar Pradesh’s expanding electronics manufacturing ecosystem strengthens its export competitiveness.


Agricultural and Export Orientation

The Budget emphasises agricultural export hubs, irrigation expansion, and renewable energy integration to enhance rural incomes and productivity.
