Ministry of Panchayati Raj Launches SabhaSaar for Transparent Local Governance
The Ministry of Panchayati Raj has launched SabhaSaar , an Artificial Intelligence–enabled voice-to-text meeting summarisation platform, to enhance transparency, efficiency and record-keeping in grassroots governance. Introduced on August 14, 2025 , the digital tool is designed to automatically capture, transcribe and summarise proceedings of Gram Sabha and Panchayat meetings , supporting evidence-based local administration.
Rapid Adoption Across Gram Panchayats
SabhaSaar has witnessed swift nationwide adoption since its rollout. During the pilot phase, all 1,194 Gram Panchayats of Tripura were encouraged to use the platform for Special Gram Sabhas on August 15, 2025 . An impressive 1,047 Panchayats (87%) adopted the tool on the same day. At the national level, usage increased from 12,667 Gram Panchayats on August 15 to 77,198 Panchayats on October 2, 2025 . By December 3, 2025 , a total of 92,376 Gram Panchayats had used SabhaSaar, reflecting strong acceptance of AI-based governance tools.
Ease of Use and Capacity Building
To ensure smooth implementation, the Ministry issued a standard operating procedure (SOP) to States and Union Territories for onward dissemination to Panchayats. The rollout was supported by extensive physical and virtual training programmes for State and UT officials. These sessions focused on demonstrating the tool’s ease of use, practical benefits and integration into routine Panchayat functioning, with States further conducting local orientation programmes for elected representatives and staff.
AI Infrastructure and Data Governance
SabhaSaar operates on AI and cloud infrastructure provided through the India AI Compute Portal under the India AI Mission of the Ministry of Electronics and Information Technology (MeitY). The India AI Mission functions as the nodal authority for governance of both infrastructure and generated data. Importantly, all processing remains within the government ecosystem, with no data shared with external third-party service providers .
