Historic Appointment in J&K Prisons Department as Saba Shawl Leads Central Jail
Saba Shawl has been appointed Superintendent of Central Jail Srinagar, becoming the first Kashmiri woman to lead the high-security correctional facility. The appointment represents an important milestone for women in uniformed services in the Union Territory. The decision was issued through Government Order No. 145-Home of 2026 dated 2 March 2026 and took effect immediately.
Educational Background and Early Career
Saba Shawl belongs to the Peerbagh area of Srinagar and holds a master’s degree in Social Work. Her academic background reflects a strong orientation towards community welfare and reform-based approaches to governance.
Before entering government service, she worked as a senior community development consultant and was associated with the Indo Global Social Service Society. In this role, she participated in grassroots development initiatives and capacity-building programmes, gaining experience in social justice and institutional administration.
Entry into the Prisons Service
In 2012, Shawl successfully cleared the examination conducted by the Jammu and Kashmir Public Service Commission. She secured the single open-merit position for Superintendent of Police (Prisons), an achievement that was particularly notable given the limited representation of women in uniformed services in the region at that time.
After joining the Prisons Department, she gradually established a reputation for strong administrative capability and effective discipline management.
Administrative Experience
Before her current appointment, Shawl served as Staff Officer to the Director General of Prisons in Jammu and Kashmir. She also worked at the Prisons Headquarters where she handled responsibilities related to departmental planning, training coordination and administrative management. In addition, she held the position of Public Relations Officer, overseeing institutional communication.
Her combination of operational and headquarters experience contributed to her selection for this key leadership role.
