- Prime Minister Narendra Modi’s two-day state visit to Bhutan (11–12 November 2025) strengthened India–Bhutan ties across energy, connectivity, trade, technology, and culture. The visit reinforced India’s Act East Policy and supported Bhutan’s development agenda under its 13th Five-Year Plan .
High-Level Engagements
- PM Modi held extensive discussions with King Jigme Khesar Namgyel Wangchuck , the Fourth Druk Gyalpo, and Prime Minister Tshering Tobgay . Bhutan honoured Modi during the Global Peace Prayer Festival , where he inaugurated the Kalachakra Empowerment , reflecting deep spiritual and cultural ties. Modi also joined celebrations for the Fourth Druk Gyalpo’s 70th birth anniversary.
Support for Bhutan’s Development
- India reaffirmed assistance for Bhutan’s Economic Stimulus Programme and major national projects. Support was extended to the Gelephu Mindfulness City and the establishment of a new Immigration Check Post at Hatisar to boost investor and tourist movement. Bhutan appreciated India’s continuous backing for Gyalsung academies , as well as India’s diplomatic goodwill following the Delhi explosion tragedy.
Energy Cooperation: A Major Highlight
- The visit saw the inauguration of the 1,020 MW Punatsangchhu-II Hydroelectric Project , now exporting power to India. Both sides committed to expediting the 1,200 MW Punatsangchhu-I project , anticipated to be the largest joint hydro venture. India extended an INR 40 billion concessional Line of Credit for additional clean energy projects.

Technology, Fertilisers & Cultural Cooperation
- India assured uninterrupted fertiliser supplies , with the first shipment already delivered. Collaboration expanded in STEM education, healthcare capacity-building, fintech, and space technology , including the Joint Plan of Action. UPI Phase II will enhance digital payments for Bhutanese travellers. Cultural links deepened with the consecration of the Royal Bhutan Temple in Rajgir and land allocation in Varanasi for a Bhutanese temple. Three new MoUs were signed in renewable energy, health & medicine, and institutional cooperation (PEMA–NIMHANS) .
