Moran Highway Airstrip Boosts Defence and Disaster Response Capabilities

Prime Minister Narendra Modi inaugurated the Northeast’s first Emergency Landing Facility (ELF) at Moran in Assam’s Dibrugarh district, marking a significant addition to India’s strategic infrastructure. The Prime Minister executed a ceremonial landing at the facility and observed a 40-minute aerial display by the Indian Air Force , featuring fighter jets, transport aircraft and helicopters.


What is an Emergency Landing Facility?

An Emergency Landing Facility is a specially engineered highway airstrip designed to enable aircraft landing and take-off during operational contingencies. Developed in coordination with the Indian Air Force, ELFs function as alternative runways when conventional airbases are unavailable due to emergencies, natural disasters, or military requirements.

The Moran ELF is the first such facility in Northeast India, a region of high geopolitical significance owing to its proximity to international borders.


Key Features of the Moran ELF

Constructed on the Moran Bypass, the facility stretches 4.2 kilometres and was developed at an estimated cost of ₹100 crore. It is designed to handle fighter aircraft weighing up to 40 tonnes and transport aircraft with a maximum take-off weight of 74 tonnes.

Advanced pavement engineering ensures high load-bearing capacity and durability. During the inauguration, Sukhoi Su-30MKI and Rafale aircraft successfully operated from the strip, validating its operational readiness.


Strategic and Disaster Response Importance

The ELF strengthens rapid force mobilisation, logistics flexibility and emergency response mechanisms. Given the Northeast’s vulnerability to floods and seismic activity, the facility provides critical redundancy in air connectivity during crises.

It also reinforces India’s dual-use civil-military infrastructure strategy.


Associated Development Initiatives

Alongside the ELF, Assam witnessed the launch of connectivity and digital infrastructure projects, including the establishment of a National Data Centre and the inauguration of IIM Guwahati , aimed at enhancing governance and education capacity.
