PAIMANA Portal Strengthens Monitoring of Major Infrastructure Projects

The Ministry of Statistics and Programme Implementation has operationalised a new digital platform named PAIMANA (Project Assessment, Infrastructure Monitoring & Analytics for Nation-building) to oversee Central Sector Infrastructure Projects costing ₹150 crore and above. The portal represents a major shift towards technology-driven governance by replacing the two-decade-old OCMS-2006 system with a more integrated, analytics-based framework.


Unified and Automated Monitoring Architecture

PAIMANA is built on the principle of “one data, one entry” , aiming to eliminate duplication and improve data reliability. The platform is technically integrated with the Integrated Project Monitoring Portal of the Department for Promotion of Industry and Internal Trade through API-based connectivity. This allows project data to flow automatically from line ministries and departments.

As a result, nearly 60 per cent of projects on the portal are updated without manual intervention, significantly enhancing data consistency, timeliness, and transparency in monitoring large public investments.


National Infrastructure Pipeline: Scale and Status

By December 2025, PAIMANA had onboarded 1,392 ongoing infrastructure projects spanning 17 Central Ministries and Departments. These projects together carry a revised cost of ₹35.10 lakh crore . Of this, cumulative expenditure has reached ₹19.01 lakh crore , or about 54.1 per cent of the total revised cost.

Progress indicators suggest steady movement towards completion:

  • Around one-third of projects have achieved over 80 per cent physical progress

  • Nearly 16 per cent have crossed 80 per cent financial completion , indicating that a sizable portion of the pipeline is nearing delivery


Sectoral Spread and Ministerial Leadership

Infrastructure investment under PAIMANA is heavily tilted towards Transport and Logistics , which accounts for 896 projects with a revised cost of ₹17.70 lakh crore . The Ministry of Road Transport and Highways leads in the number of projects, while the Ministry of Railways commands the largest share of total project cost.

Energy projects form the second-largest sector, followed by communications, water and sanitation, and social infrastructure. This distribution highlights the government’s emphasis on connectivity-led growth while maintaining balance across critical development sectors.

These span sectors such as railways, urban transport, health, coal, and civil aviation.
