Jal Jeevan Mission 2.0: Meghalaya’s Push for Sustainable Water Governance

Meghalaya has become the twelfth state to sign a reform-linked MoU under Jal Jeevan Mission 2.0, marking a shift towards sustainable and service-oriented rural water delivery.


Key Features of the Reform-Linked MoU

The agreement focuses on transitioning from infrastructure creation to assured service delivery at the household level. It promotes decentralised governance by empowering Gram Panchayats and Village Water and Sanitation Committees to manage local water systems. District Water Sanitation Missions will prepare and implement district-level action plans in coordination with administrative authorities.


Progress and Targets Under JJM

Meghalaya has achieved over 83% coverage of rural tap water connections, reflecting rapid progress in recent years. The Union Government has extended the mission timeline to December 2028 to ensure universal access. Additional financial support, including a substantial outlay of ₹1.51 lakh crore, has been approved to accelerate implementation across states.


Sustainability and Community Participation

The reform framework emphasises long-term water security through conservation and source sustainability. Initiatives like Jal Sanchay and convergence with MGNREGA aim to strengthen water resources. Community participation (Jan Bhagidari) is central to effective operation and maintenance, ensuring accountability at the grassroots level.


Towards Water Security and Inclusive Growth

The MoU reflects a collaborative approach between the Centre and the State to deliver reliable and safe drinking water. Strengthened institutional mechanisms and policy frameworks will help Meghalaya achieve full coverage while improving rural living standards. The initiative aligns with the broader national vision of inclusive development and long-term water sustainability.
