Opposition’s Resolution to Remove Lok Sabha Speaker Defeated in Parliament
The Lok Sabha rejected a no-confidence motion against Speaker Om Birla after a contentious debate in the House. The motion, moved by opposition parties, was defeated through a voice vote , with members of the ruling Bharatiya Janata Party (BJP) and its allies opposing the resolution. The proceedings were marked by intense exchanges and sloganeering before the House was eventually adjourned for the day.
Opposition Moves Resolution
Opposition members introduced the motion alleging that the Speaker had not maintained neutrality while conducting the proceedings of the Lok Sabha. They argued that opposition MPs were frequently interrupted during debates and claimed that opportunities for dissent in parliamentary discussions had diminished.
Several members acknowledged that the motion had little chance of success because the ruling coalition holds a majority in the House , but stated that the resolution was meant to highlight concerns regarding parliamentary functioning.
Government’s Response
The government strongly opposed the motion. Amit Shah criticised the move and described it as unprecedented in parliamentary tradition. He emphasised that the Speaker functions as a neutral authority responsible for maintaining order and ensuring adherence to parliamentary rules .
According to Shah, questioning the impartiality of the Speaker could undermine confidence in democratic institutions. He also pointed out that during earlier periods when the BJP was in opposition, the party had never brought a motion seeking the Speaker’s removal.
Concerns Raised by Opposition
Opposition MPs defended their decision, stating that the motion was intended to draw attention to issues related to parliamentary conduct and procedural fairness . Some members referred to past incidents in which a large number of MPs were suspended during disruptions in the House. They argued that the presiding authority should ensure that minority voices in Parliament are adequately heard .
Rare Parliamentary Procedure
Motions seeking the removal of a Speaker are rare in India’s parliamentary history. Under parliamentary rules, such a resolution must be approved by a majority of all the then members of the House . With the motion defeated by voice vote, Om Birla will continue to preside over the Lok Sabha.
The debate has nevertheless highlighted ongoing political tensions between the government and opposition in Parliament.
