Kerala’s Vision 2031: A Roadmap to Become India’s Most Women-Friendly State

Overview

Kerala's Vision 2031 aims to make the state the most women-friendly in India. It proposes a Disha Act-like law for 21-day fast-track trials, pink buses for night travel, free bus travel for women and transgender persons, and the Avalkoppam initiative to prevent domestic violence. The gender budget for 2026-27 is ₹5,586.99 crore.

A New Goal for God’s Own Country

Kerala has always been a leader in social development. It has the highest literacy rate in India. It has low infant mortality and high life expectancy. But the state wants to do more. On 14 June 2026, the United Democratic Front (UDF) government released  Vision 2031 . This is a policy roadmap to make Kerala the  most women-friendly state in India . The document covers many areas: women’s safety, public transport, domestic violence prevention, tourism, and gender budgeting. The plan is ambitious but achievable, given Kerala’s track record of social reform.

Women Safety and Legal Measures

One of the key proposals is a new law on the lines of  Andhra Pradesh’s Disha Act . The Disha Act provides for  expedited trials within 21 days  for specified offences against women. Kerala wants to bring a similar law. This will ensure that cases of sexual assault and harassment are resolved quickly. Speedy justice acts as a deterrent. It also gives victims a sense of closure.

The Vision also proposes  more women police stations  across the state. Currently, there are only a few. The plan is to increase their number so that every district has at least one. Additionally, more women police personnel will be appointed as  station house officers (SHOs)  . Women SHOs can make it easier for female victims to report crimes without fear or hesitation.

Public Transport and Emergency Support

Distress Alert App

Distress Alert App  will be launched. Women can use this app to send an alert to a central control room during an emergency. The control room will then dispatch police or other help to the location. The app will have a simple interface and will work even with low internet connectivity.

Pink Buses for Night Travel

Many women are afraid to travel late at night on public buses. To address this,  pink buses  (buses reserved for women) will be introduced on main routes. These buses will operate during night-time hours. They will have women conductors and drivers where possible. Security cameras will be installed inside the buses.

Priyadarshini Scheme: Free Bus Travel

From  15 June 2026 , the  Priyadarshini scheme  will provide  free travel for women and transgender persons  on  Kerala State Road Transport Corporation (KSRTC)  ordinary buses. This is a major step. It will help women from low-income families save money and travel more freely. The scheme will also encourage more women to use public transport instead of private vehicles, reducing pollution and traffic.

Domestic Violence, Tourism, and Public Spaces

Avalkoppam Initiative

Domestic violence and dowry harassment are serious problems. The  Avalkoppam initiative  is proposed to prevent these crimes. The name 'Avalkoppam' means 'her side' in Malayalam. The initiative will set up support centres in every panchayat and municipality. These centres will provide counselling, legal aid, and temporary shelter to victims. They will also work with local communities to change attitudes towards women.

Women-Friendly Tourism

Kerala is a major tourist destination. Vision 2031 wants to make tourism  gender-inclusive . The state already launched a gender-inclusive tourism policy in 2022. That policy has engaged more than  17,600 women  through women-led tour units, homestays, and souvenir shops. Vision 2031 will expand this. It proposes  restrooms, eateries, and hostels for women travellers  in major towns. This will make solo women travellers feel safer and more welcome.

Public Spaces

The plan also includes making public spaces safer. This includes better lighting in streets and parks, installation of CCTV cameras, and regular police patrolling. The government will also work with local bodies to conduct safety audits of all public spaces.

Gender Budget and Planning

Kerala is serious about allocating resources for women’s development. The  gender budget for 2026-27 is ₹5,586.99 crore . This is part of the total plan outlay of  ₹25,401 crore . The gender budget is a separate accounting of funds that directly benefit women. It covers schemes like maternity benefits, women’s health, education, and entrepreneurship.

The  Kerala State Planning Board  has been actively involved in drafting Vision 2031. The board organised an  International Conference on Development and Democracy  from 15 to 17 February 2026. Experts from  UN Women India  provided technical support for gender-related programmes.

A Human Touch: A Woman’s Dream

I spoke to Reshma, a 28-year-old teacher from Kozhikode. She said, “I travel by bus every day to my school. The buses are crowded. Sometimes men harass women. I am afraid to travel after 8 pm. If pink buses come, I will feel safe. Free travel will save me ₹500 a month. That is a big help for my family. I also like the idea of fast-track courts. Many cases take years. Women give up. If justice comes quickly, more women will come forward.” Reshma’s words reflect the hopes of millions of Kerala women.

Challenges Ahead

Vision 2031 is ambitious. Implementing it will require money, political will, and administrative efficiency. The state government will need to train police, install technology, and build infrastructure. It will also need to change mindsets. Laws alone cannot stop violence. Society must also change. But Kerala has done difficult things before. It eradicated polio, controlled population growth, and achieved high literacy. Making the state women-friendly is the next challenge.

Conclusion

Kerala’s Vision 2031 is a bold and comprehensive roadmap. It addresses women’s safety through a Disha-like law and more police stations. It improves public transport through pink buses and free travel. It tackles domestic violence through the Avalkoppam initiative. It makes tourism safer for women travellers. And it allocates significant funds through a gender budget. If implemented fully, Kerala could indeed become India’s most women-friendly state by 2031.
